What is a Universal Account?

A Universal Account is a basic, digitally accessible AED current account for eligible low-income individuals. It provides essential financial services such as salary credits, transfers, payments and debit card access without a minimum balance requirement.

Eligible users are UAE residents earning AED 5,000 or less per month who do not hold another active current or savings account in the UAE at the time of application, based on self-declaration.

Exchange houses participating in WPS are directly impacted because salary-card-based payroll servicing is being phased out. To continue offering WPS-linked services, they need either the appropriate SVF route or a formal arrangement with a WPS-participating bank or SVF provider.

For WPS-participating banks and SVFs wishing to continue participation, the notice requires them to stop issuing salary cards and phase out existing salary cards within 90 calendar days of the notice.

Yes. It is defined as a digitally accessible current account. Account opening should be digital, and the mobile app interface must support Arabic, English, Urdu and Hindi at minimum.

No. Cheque books are not permitted for Universal Accounts.

If a Universal Account application is rejected, the applicant must be notified within 5 working days by SMS or phone call. The reason for rejection and the appeal or complaint process must be clearly explained.
